Goldeneye may seem a simple game and it is in many ways but once you get into the nuance of how it works its a very strange thing. Again, this is dependant on several factors and not always consistent. Bunker 2 is unusual in particular as almost all of the guards can create a clone of themselves if they hear Bond but are off screen. Guard animations can vary, some guards have a random chance of pulling a grenade (lag), the noise from weapons attracts guards but weirdly Bond carries his noise level with him rather than it eminating from the spot it was made so that can be a random factor. On top of that, varying degrees of lookdown/up can affect which parts of the level and guards are loaded, something that is also not yet fully understood. Bond's movement speed is affected by lag but not always in a linear way and it is not really understood why. GE has so many curious quirks such that even if two players took the exact same line throughout the level they may well achieve different times. Dam A 0:52 and Bunker 1 SA 0:20 are probably the closest thing to it. The other comments sum it up well but I wanted to add that in GE with the possible exception of a small handful levels there really isn't such a thing as a 'perfect run'.
